Is there a way to tell if pH balance is off in fish tank?

My son has a mini aquarium he keeps in his rooom with a few fish. He's been noticing some of the smaller fish are more irritable than usual and he thinks something might be wrong with them. In my experience, fish tend to like clean, balanced water and I'm wondering if there's a way to tell if the pH levels in the aquarium are wrong?
